These documents need notarization and authentication when applying for Chinese Permanent Residence

According to the regulations on Examination and Approval of Permanent Residence of Aliens in China posted by the China National Immigration Administration, Aliens applying for permanent residence in China shall conform to certain terms and conditions and submit materials.



Taking an applicant holding U.S. citizenship as an example, the following materials need to be notarized or authenticated by the Chinese embassy or consulate in the U.S. depending on the specific situation:

  • FBI Background Check

  • U.S. Birth Certificate

  • U.S. Marriage Certificate

  • U.S. Family Relationship Document

  • Petition for Name Change Forms

  • U.S. Court Documents

  • Power of Attorneys

  • Affidavits or Declarations

  • etc.

Taking the Affidavit or Power of Attorney as an example, the authentication process is, drafting the document → notarizing the document by a local notary → authenticating by the Secretary of State → authenticating by the US Department of State → Legalizing by the Chinese Embassy. While, for "FBI Criminal Background Check", since it is a federally-issued document, after obtaining the original document issued by the FBI, the authentication process is, US Department of State Authentication → the Chinese Embassy Legalization.

  • Notarization: get the documents notarized immediately after a notarial act properly performed by a notary.

  • Secretary of State Apostille/Authentication: usually about 10-15 business days, depending on the work volume of the office and the delivery time. Most office does not provide expedited services.

  • U.S. Department of State Apostille/Authentication: standard processing 12 business days, express processing 7 business days, rush processing 3 business days.

  • Embassy Legalization: standard processing 12 business days, express processing 7 business days, rush processing 3 business days.
