Texas Secretary of State’s Office updated the Apostille Certificate format

The Office of the Texas Secretary of State announced that since October 1, 2023, they would update its current Apostille format to a universal Apostille/single certificate.


Many of our clients may recognize the apostille certificates differ from the old ones.


Specifically, rather than issuing two types of certificates—one for contracting parties to the Apostille Convention and one for non-contracting parties, the office now issues a single certificate that can be used for both apostilles, for countries that are members of the Hague Convention, and authentications, for non-member countries.

Besides Texas, some other states like California, Montana, Washington, Wyoming, etc. also use a “universal certificate” that can be used as either an Apostille or an Authentication.


How to Apostille or Authenticate the documents from Texas?


Step 1. Order the Apostille or Authentication service based on the destination country.


▶️ If the destination country is a member of the Hague Convention of 1961, it needs to get the Apostille from the Secretary of State. Once the apostille is completed, It is ready for use.



▶️ If the destination country is NOT a member of the Hague Convention of 1961, more steps are needed. Specifically, the document needs to be authenticated by the U.S. Department of State, and the embassy of that destination country which is located in Washington D.C.



Step 2. Mail us the original physical copy of your document.
